To qualify, the property has to be a Toronto residential address, the work has to be done by a licensed plumbing contractor under a drain permit, it has to pass City inspection, and the invoice must be paid in full. ### Document Gathering

Document gathering is where most homeowner applications stall. The City needs a paid, zero-balance invoice that itemizes labour and materials separately, the drain permit number, the Toronto Building inspection sign-off, and the licensed plumbing contractor's licence number. Here's the 2026 rebate in order. First, confirm your home is a Toronto residential property and book an assessment with a licensed plumber. Second, the plumber applies for a City of Toronto drain permit. Third, the valve (and sump pump, if needed) is installed and backflow-tested. Fourth, a City plumbing inspector signs off the work. Fifth, you pay the invoice in full and get an itemized, zero-balance copy.
